I think you mean the "virtual keyboard" icon. It is active in some languages (not all).
Can you indicated what language(s) you are using, and what Google product or tool you are using? To use it in Google Search (google.com)<http://www.google.com>, for example, you need to indicate somehow that you are typing in a language that needs a non-US keyboard.
