I have the opposite problem. My Google UI is set to Norwegian, and this 
ribbon shows up for every post in English. 
Not to brag, but I'm pretty sure my English to Norwegian translation skills 
are far better, and at least far more useful than Google's automatic 
translation tool, as I've lived for a substantial amount of time both in 
the UK and the US.
It's too bad if Google forces me to use its UI in English by "helping" me 
all the time with badly translating every sentence into Norwegian.

As a side note, the automatic translation that Google offers to developers 
in the Play and Chrome Stores is so bad that it should be removed 
completely. Browsing the "translated" Norwegian store leads to completely 
incoherent app descriptions.
