Hi Catherine, It sounds to me that your computer or network has some software called "WebBlocker" installed on it which isn't allowing you to access Google Translate.
Maybe try: http://translate.google.fr/ and see if that gets past your filter. Alternatively, find out who installed this filter, and get it fixed.
