My response is biased to Arabic although other languages will work. Arabic is done by means of a font. What you will need is an HTML editor. It looks like
أن أتوج It should be noted that this text runs left to right in HTML even though it is displayed right to left. You need a C++ compiler. I have a program which I could let you have that reads HTML and then produces Buckwalter text http://www.qamus.org/Transliteration.htm I also have a C++ program that takes Buckwalter and produces Arabic HTML. It should be noted too that Arabic only has one case. That gives problems with proper names (You can't look for a capital letter!). Buckalter is a strict one to one correspondence. To get correct English you will still need to convert x to kh. Buckwalter has "dxn" ("daxan" with the short vowels included) for smoke. A more correct English pronuniation would be "dakhan".
