I don't know the exact cause, but this tends to happen if East Asian language files are not installed in Windows.
For Win XP go to control panel -> Regional and Language Options Select the Languages tab. Make sure "Install files for East Asian languages" is checked. Click OK. The computer may try to install files from your installation disk. If the computer asks for your installation disk and you don't have it, you can sometimes point the installer to C:/i386/.
