This is an annoying issue indeed, and a well known on.

You can play with the configuration option of the chart, to set the value of
the wmode parameter passed to flash.
Look at
http://code.google.com/apis/visualization/documentation/gallery/annotatedtimeline.html#Configuration_Optionsat
wmode.
