It does work, but maybe the documentation is not clear enough: This option is to ensure that the value is in the visible part of the chart. In the example that you point to, the default scaleType is used, which is 'fixed', and that means that the min value is set to 0 (or to the smallest negative value if there are any).
Try to set the min value to -20000000 and see that it does work.
