As for the Y axis scaling, we have just loaded a new version to our test environment (see http://code.google.com/apis/visualization/documentation/release_notes.html#ReleaseCandidate) There is a control of the nim and max values by option parameters with these names.
This version will be loaded to our production servers within a week, if all goes well. As for the legend size, there is no way to control them directly today. Note that in many cases moving the legend to the top or bottom of the chart (there is an option to control it) resolve the issue.
