One additional note about this. I tried multiplying all the data values by 1,000. So rows 0-8 above are still zero, and then row 9 has a value of 40 instead of .04. Then this issue does go away: the zero values in the bottom scrollbar actually look like zero, and there is a visual correspondence between the bottom scrollbar chart and the larger top chart.
I've looked at all the configuration options and don't see how this could be controlled. Could this be a bug?
