Now reduce the size of your chrome browser window so scroll bars
appear on the right side (say < 720 height for the full effect)

Now press the scroll down button.

What happens is the browser scrolls the page. As a result the "scroll
down" button doesn't receive the mouse up event and the list scrolls
very fast to the bottom. The whole experience is off-putting. I have
only been able to reproduce this issue in Chrome. I've also tested
this in IE7, FF3, and Safari (on windows).

Am I doing something wrong, or is this an issue with chrome and the
annotated timeline / google buttons?
