Hi, As for using the visualization api without an internet connection, that is not supported.
As for displaying an image in the tooltip, what kind of tooltip are you referring to? I'm not familiar with a tooltip option in the orgchart. However, you can try and insert custom html into the boxes, if you set allowHtml to true in your options.
