Actually, might I suggest this list for your first 18 default colors? (It will be a rare chart that needs more; you may wish to simply prepend these to your current defaults in case any chart needs 19 or more.) This would potentially be a more significant change, since it would affect more existing graphs, but I believe it would make said graphs more distinct (and where a chart's colors are important, the developers can already specify said colors).
