1) The chart currently supports years from 1900 - it is planned to support years from before 1900.2) The chart's state is updated after every user interaction and encoded in the chart's state object - http://code.google.com/apis/visualization/documentation/gallery/motionchart.html#Motion_Chart_initial_state
