Can't help with python, but Ive just put together a PHP library.

You can find it at http://code.google.com/p/vis-table

Its a pretty much complete implementation - but probably still
somewhat buggy.

There's a test table setup at 
http://maps.myosotissp.com/vistable/test/csvtable.php
