I work for the U.S. Geological Survey. I looked through the terms of use for the Google Visualization API. Government use is not addressed. I can see potential applications for government use, but I would be leery to recommend the API unless the terms were clarified. Google allows use of Google Maps and other products for government use, sometimes with restrictions that are negotiated.
