You can use this program (http://cutycapt.sourceforge.net/) to
generate a
PNG of a WebPage, them you can convert to PDF with the convert
function
fromImageMagick http://www.imagemagick.org/
"convert image.png image.pdf"
them you can install this on a server and create an online tool for
this
problem. Them you can create an API and make a request  using a simple
link.
Like http://domain.com?u=http://www.google.com and them
you have your solution :)
you can use inside php classes to get the Webpage and send to your
user.
