I understand what they do. They exist so you can display a value
(read: format it) other than the actual value that's in the column.
Hence a formatter would be the perfect tool for the task at hand. And
yeah, they work at the column level.

I've seen previous mentions in the list about "custom formatter", but
it seems what people meant isn't what I thought it was. I know how to
achieve this though externally, so it seems that'll be the way I'll do
it.
