There should be no calls to Google for stats tracking or any other purpose,
other than loading the jsapi packages you specify in the google.load call.
If you notice such calls, can you be more specific? Providing an example
will be helpful.

As for your question if there's a way to use the libraries locally, the
answer is no, sorry.

And as for how much is considered DOS, well, I don't really know, but I
think it's quite a lot.
