Did a little more research on my end and it appears that the ImageChart will at least allow us to publish the chart as an image and users can right click to save the image to disk. That will work for our needs. But we'd like to formally request a feature where we provide a simple image and it's layered over the chart with a standard transparency to act as a watermark. I think that would be a very useful feature for a lot of customers.
