It is possible with the Image Charts, and you can make column charts from the Image Bar charts visualization, so you can have column charts with conditional colors.
Using the interactive Column charts visualization (or any other interactive visualization, if memory serves), it is not possible, though. It is a feature I would very much like to see implemented.
