The collapse event contains all both the state change (is the node being 
expanded or collapsed) and the row index:

google.visualization.events.addListener(chart, 'collapse', function(e) {
    alert('Row ' + e.row + ' was ' + ((e.collapse) ? 'collapsed' : 
'expanded'));
});
