Try calling changecolors() from the 'onmouseover' and 'onmouseout' events:
google.visualization.events.addListener(chart, 'onmouseover', function () {
changeColors();
});
google.visualization.events.addListener(chart, 'onmouseout', function () {
changeColors();
});
