This is possible, using the GeoChart package (which would result in a more interactive map). Here is your data on a live example: http://savedbythegoog.appspot.com/?id=28bbd58a450a248e0d78e4355fbab4801cb1123d You can see that I specify the region to be 'IN' for India, and the resolution to be 'provinces' so that the regions which will contain data would be indeed provinces.
