I guess that you set the baseline of the vAxis. In that case there's not much you can do.
However, if you set the baseline of the hAxis, then you can use the domain annotation feature to add any text you want on the baseline position (see https://developers.google.com/chart/interactive/docs/roles#annotationrole for more details).
