Sorry, I didn't read through your whole post.  The NumberRangeFilter 
control is designed to filter out data points by the series value, not by 
the axis value.  What you want is a 
ChartRangeFilter<https://developers.google.com/chart/interactive/docs/gallery/controls#chartrangefilter>
 control.
