I'm not sure what you mean. As far as I know, region biasing is used in
geocoding (
https://developers.google.com/maps/documentation/javascript/geocoding#GeocodingRegionCodes),
and has nothing to do with borders.
We use region biasing in GeoChart marker mode to identify the position of a
given location, with bias to the region that the map is displaying.

Can you explain what exactly you want to see?
