I bit of search and I found some stuff. There's a non documented feature, in resolution, you can choose 'continents' and 'subcontinents', allowing us to color/create tooltip for a full continent area. So I answered my first question :)
If anyone else knows how to disable the mouseover effect on inactive regions let me know. Thanks in advanced!
