The only horizontal lines you can get on BarCharts are gridlines, which you 
will get if your domain axis is a continuous axis type (uses type 'number', 
'date', 'datetime', or 'timeofday').  You can't get them with discrete axes 
(type 'string').

With gridlines, you can control how many there are, but you cannot choose 
where they are placed.
