The 24th Sep release -- 1.32 is the "current" release -- it's not 
accessible via the package loader except as 1 or 1.0.

1.31 is not accessible anymore. (If you look at what file is loaded when 
you request 1.31, you will see that 1.1 is fetched -- must be a quirk in 
the jsapi loader).
