Linear gauges are not available in the Visualization API, but you might be able to make something similar using BarCharts<https://developers.google.com/chart/interactive/docs/gallery/barchart>or ColumnCharts<https://developers.google.com/chart/interactive/docs/gallery/columnchart>with stacked bars/columns.
