I see two things:
1) you have an errant comma at the end of the options object, which will
cause IE to fail:
draw(dataGraph, {isStacked: true, 'allowHtml':false, /* <-- this comma is
bad */});
2) you are loading the old, deprecated "barchart" package. I don't think
this would cause your problem, but you should probably change to the
"corechart" package instead.
