I'm not 100% sure why that is happening here (it seems to affect Line and Area charts, but not Column charts). The way around it is to wrap the chart div in a container div, and put the scrolling on the container. See a working example here: http://jsfiddle.net/asgallant/TdNqq/
I have to ask, though, why are you scrolling the chart at all? There is an easier way to pan and scan the data set, using a ChartRangeFilter<https://developers.google.com/chart/interactive/docs/gallery/controls#chartrangefilter> .
