Presuming the URL's are in your spreadsheet or you have some way to map 
urls to your data or create them from your data, then yes, you should be 
able to use them as links in the chart.  Most charts don't allow 
traditional HTML links, however, so you have to hijack other chart events 
(typically the "select" event) to emulate clicking on a link.
