I think it's because there were no heading row...
I fixed that with
rowsList.Add("['Datum', 'Sava', 'RPWS1']");
foreach (DataRow row in dt.Rows)
But it still doesn't show the chart...

I think the problem is because it dosen't render the apostrophe correctly.
It renders it as :
['Datum', 'Sava', 'RPWS1'],
[new Date(2012, 7, 29, 18, 0, 0), 161.87, 161.79],
