If I understand you correctly, you have a chart in jpeg format and you want 
to pull the data out of it?  I don't believe there are any tools that will 
do this for you.  This would require some custom image analyzing software, 
and I doubt anyone has gone to the trouble of writing something to pull 
data from a jpeg chart.
