Assuming Google Maps supports HTML in the tooltips (and I'm reasonably 
certain that they do), this should be possible.  You would have to add a 
<div> element to the tooltip in the maps and use that div as the container 
for the chart.  Hook a click or select (I'm not sure which one you want off 
the top of my head) event listener in the map and draw the chart in the 
event handler.
