Yes, that is correct.  You can only filter out rows of data, so in that 
example, since France's 2011 data is in the range, the entire row gets 
filtered out.  There is a way to do this a bit differently that hides the 
data instead of filtering: http://jsfiddle.net/asgallant/N9C5R/1/
