Well, yes and no.  You can put a background image in HTML and layer the 
chart on top of it.  In the chart options, set the backgroundColor to 
"transparent"; this will make the image serve as a background to the chart 
in all browsers except older versions of IE (8 and older), where setting 
the backgroundColor option to "transparent" doesn't work.
