The only way to add the percentage to the legend in a PieChart is to set the formatted value of the pie slice labels to include it, but this will affect the tooltips as well as the legend.
Adding labels to the bars in a ColumnChart is more challenging, but I wrote a hack that does it: http://jsfiddle.net/asgallant/QjQNX/. Note that the hack only works when there is a single series of data; multiple data series will not work.
