Normally, there is no way to enforce that the baseline will receive a tick
value label, and you would have to experiment with the viewWindow until you
get the desired tick values. However, there is a new 'ticks' option that
lets you specify an explicit array of tick values that you want to see,
though you have to specify all of them.
E.g. hAxis: { ticks: [ 100, 125, 250, 375, 500 ] } should do what you want.
This new feature is only available with the 1.1 version for now.
