The restriction on client-side software applies to non-browser based 
applications.  The Terms of Service state that the API can only be accessed 
in accordance with the means described in the documentation - which limits 
API use to clients supporting javascript, HTML, and SVG or VML that have an 
active internet connection.  As long as your client meets those 
specifications, you are permitted to use the API (in that specific 
environment).  Since your intent is to create an HTML page, you should be 
fine.
