The charts don't support transparency in IE8 and less, so there's no fix in the API for it. Another user has reported a solution that worked for him (though I couldn't replicate it), here: https://groups.google.com/d/msg/google-visualization-api/R2kjyLzaLik/BDVOhphuXjEJ, if you'd like to give it a try.
