In your case, you want to use a 
ComboChart<https://developers.google.com/chart/interactive/docs/gallery/combochart>,
 
giving your series "bars" and "area" series types.  The configuration 
options<https://developers.google.com/chart/interactive/docs/gallery/combochart#Configuration_Options>allow
 you to set up the bar stacking, multiple vertical axes, and more.
