Hi Ron, The code isn't available, unfortunately. Like a lot of Google products, the underlying code has lots of dependencies on internal Google software libraries and so wouldn't be useful to people outside Google.
We like the notion of letting people tweak charts online and hope to be able to support that via other services, both current and future. Some of what you can do with the chart editor you can do now via Google Spreadsheets or Google Charts. But not everything, and for that we apologize.
