There is no way to get the current MotionChart to do what you want with the
"time" axis.  But we are in the process of reimplementing it in a way that
will make it possible to do what you want.  It will be a couple months
before this can be released.

Regarding R, there may be some people here who can help you, so it would be
best if you could tie your questions to the interaction between R and the
google charts API.
