I see you are creating a div here:
chartOuterWrap = $(document.createElement('div'));
but you aren't adding it to the DOM anywhere in that code segment, which
means that by the time you make the draw call, the div doesn't exist on the
page, which could be causing any number of problems. I suggest appending
that div to the DOM before calling the chart's draw method.
