The interactive charts all require at least some HTML/javascript to get working, so if you can't include either, then your options are severely limited. You could try the Image Chart API<https://developers.google.com/chart/image/>(which would allow you to construct a URL to an image of a chart), but seeing as how that is deprecated, it won't be available for much longer (it runs out April 20 2015).
