The second line applies to the Image Chart API, which requires sending data 
to Google's servers (the URL for the image contains the data).  The first 
statement applies to most of the Interactive Charts, which do not send any 
data at all to Google's servers (there are a few exceptions which use 
Google's geocoding service).  Whatever the data policy is for a given chart 
supercedes the data policy you see anywhere else, so if you have concerns, 
always reference the chart's individual policy.
