No, it just behaves as if you had a datapoint that had a 0 value, which in turn changes how things are scaled (instead of mapping the range 998-1000, it maps the range 0-1000). It gives the chart a more 'absolute' feeling, since everything is scaled from zero, and not values that are taken from your chart. It is not the default, because to most people, seeing the delta between their bubbles is more important than seeing their bubbles on an absolute scale, note how all those bubbles look like they're pretty much the same size.
