Try putting that inside a "ready" event handler for the GeoChart:

google.visualization.GeoChart(document.getElementById('chart_div'));
google.visualization.events.addListener(geochart, 'ready', function () {
chart_div.innerHTML = '<img src="' + chart.getImageURI() + '">';
});
chart.draw(data, options);
